There are two intriguing paradoxes in molecular biology-the inconsistent relationship between organismal complexity and (1) cellular DNA content and (2) the number of protein-coding genes-referred to as the C-value and G-value paradoxes, respectively. The C-value paradox may be largely explained by varying ploidy. The G-value paradox is more problematic, as the extent of protein coding sequence remains relatively static over a wide range of developmental complexity. We show by analysis of sequenced genomes that the relative amount of non-protein-coding sequence increases (...) consistently with complexity. We also show that the distribution of introns in complex organisms is non-random. Genes composed of large amounts of intronic sequence are significantly overrepresented amongst genes that are highly expressed in the nervous system, and amongst genes downregulated in embryonic stem cells and cancers. We suggest that the informational paradox in complex organisms may be explained by the expansion of cis-acting regulatory elements and genes specifying trans-acting non-protein-coding RNAs. (shrink)

From his earliest writings as a student in the Evangelical Stift in Tübingen to the last years of his life as a professor in Berlin, art played a major role in Hegel’s various philosophical formulations. It is important to note, however, that although Hegel remained convinced of the general importance of art for his own philosophical endeavors, the particular details of his interpretation of its significance changed quite markedly over the years as he developed his own unique philosophical position and (...) as his firsthand experience of works of art increased. In this paper I will concentrate on some of Hegel’s earliest efforts toward developing his own philosophical system, and will show how this development is reflected in a fundamental transformation of his interpretation of the significance of art. More specifically, I will establish in what follows that one major consequence of Hegel’s evolving systematic philosophy is an “impoverishment” of the artistic in the sense that art comes to lose a certain fertility which it had had in his earlier views. This impoverishment is in effect the price exacted if art is to assume a place within Hegel’s system, precisely because the role and significance of art now come to be defined by and expressed in terms of its place in that system. Although this paper will be concerned with only the first stages in a process of development which continues all the way up to his Berlin lectures on beautiful art, it will nonetheless become apparent that Hegel’s early understanding of art has to have been radically altered for such a development even to begin. Scholars and commentators have noted the frequent inefficacy of "development," and criticized the power relations it entrenches. Aware of these problems, some North Americans choose to disengage from transnational work. But the reality is that we cannot avoid participating in global networks that affect people in many countries, and there are vast inequalities in access to resources that need to be addressed. Through philosophical insights, narrative accounts, and testimony from community members, we can discover a path between development and disengagement, (...) through which relational morality and meaningful action can enrich intercultural collaboration and yield many fruits. Why do men resort to war to solve their socio-economic problems? That is the question that Eric Carlton asks, and attempts to answer, in this stimulating, readable study. Relating war to ideology, this book is based on the proposition that men act as they think, and think as they believe, and that belief - religious or otherwise - conditions attitudes toward the nature and conduct of war. Carlton argues that various constellations of values, often intellectualized as ideologies, not (...) only constitute the rationalizations and justifications for war, but may also provide the actual imperatives for warfare itself. Carlton conducts his lively discussion in a historical and comparative setting, with case studies of war in eleven societies , in each of which the enemy is differently perceived. It is true that Hegelian historicism has indeed led to a dominant ethos of moral relativism bound up with the belief that individual self-actualization is the highest value, thus creating a society that is, in the phrase of H. Tristram Engelhardt, Jr. “after God.” Nevertheless, this egocentric and nihilistic relativism exists alongside a robust and militant moral totalitarianism enforced by the modern clerisy of the media, multi-national corporations, and government bureaucrats, that is, a “managerial elite.” This article argues that the (...) transcendental idealism of Kant and the subsequent historicization of Kant’s dialectic by Hegel has served to reconceptualize the older, Baconian view of science, creating the idea that scientific progress is moving toward the goal of a future perfection of absolute rational unity. The a priori rational structure of reality that makes science possible is not a Platonic Ideal, but something that unfolds within history. This is what allowed Marx to conceive of dialectical materialism as a science, and this is what allows the managerial elite of the present to claim a scientific and objective basis for their programs while at the same time using the tools of historical and cultural criticism to relativize and historicize the claims of all competing moral and social “constructs.”. The philosopher who is interested in developments of modern physics may turn with some profit to an argument that has recently evolved between the late George Birkhoff and Hermann Weyl. Birkhoff and his associates have constructed a theory of relativity differing in various ways from Einstein's general theory. Weyl has offered a critical analysis of the Birkhoff theory along with a defense of the Einstein theory; and Birkhoff has presented his rebuttal to Weyl.

This book explores the dramatic evolution of a feminist movement that mobilised to challenge a women’s prison system in crisis. Through in-depth historical research conducted in the Australian state of Victoria that spans the 1980s and 1990s, the authors uncover how incarcerated women have worked productively with feminist activists and community coalitions to expose, critique and resist the conditions and harms of their confinement. This chapter summarises the results of the Krajina Project, which was established in 1998 to investigate the archaeological remains, material culture and continuing ethnographic legacy of this distinctive late medieval/early modern frontier society. The project has focused on an area in the north-west corner of Bosnia-Herzegovina, between Kladuŝa and Bihać, known as the Bihaćka Krajina. This was one of the last districts in the region to be conquered by the Ottoman state, not falling to the sultan's forces until the late (...) sixteenth century — a territorial high water mark. The ethnographic evidence provides significant insights into the continuing legacy of the Ottoman-Hapsburg frontier in the nineteenth and twentieth centuries. (shrink)

This article shows how descriptive imagery can be used to hijack evolved psychological instincts and prejudice the judgment of others, particularly in the legal and political domains. By mimicking the cues that represented threats to our ancestors, those wishing to color the perception of others can subtly trigger the affective responses that evolved to help navigate ancestral threats. When this happens, logic may be unseated in favor of deep-seated instinctual responses, often to a problematic degree. In this way, lawyers, politicians, (...) and activists, taking a page out of the playbook of novelists and other storytellers, can weaponize words, images, descriptions, and narratives to, often improperly, sway the opinions of others. A recent proposal by Dr. W. H. McCrae, cosmologist and mathematician, to the effect that decisions between such cosmogonies as those of Hoyle and of Gamow are experimentally impossible by virtue of a general cosmological indeterminacy principle, is here examined and elaborated upon. Some comments on the "antinomies" in Kant's "Critique of Pure Reason" are made in reference to this principle as well as to the Heisenberg indeterminacy principle. If McCrae's principle is accepted, we will have moved a long way (...) toward Kant's conclusion that a logically consistent understanding of an underlying "ultimate reality" is outside the confines of science--whatever one may think of Kant's own line of reasoning. Some issues raised by parapsychological phenomena (psi) are examined in the light of their implications for a philosophy of science. It is shown that the kinds of problems psi poses for science vary with the way one conceives of science as well as one's conception of psi. It is suggested that psi may be a product of the fact that all of our scientific concepts are abstractions and therefore oversimplifications. This raises the possibility that our best conceptual technique for dealing (...) with psi is a non-discursive symbolism, since this would not demand "classes" (oversimplification). Schools have always been under presure to change or reform. Recent public criticism of schools provoked an attempt to address weaknesses in American education. Goals 2000 is a legislative effort that would reform schools using national goals for education. Selected goals are highlighted and The Language of Education provides a structure to develop understanding of the goals. We conted that Scheffler's method for examining the discussion on education and policies developed from it is valid in the contemporary context. The analysis (...) possible using The Language of Education would bring a missing sense of order to educational policy development and possibly give voice to those often disenfranchised by the process. PURPOSE: There is an increasing demand for researchers to provide research results to participants. Our aim was to define an appropriate process for this, based on needs and attitudes of participants. METHODS: A multicenter survey in five sites in the United States and Canada was offered to parents of children with cancer and adolescents with cancer. Respondents indicated their preferred mode of communication of research results with respect to implications; timing, provider, and content of the results; reasons for and against (...) providing results; and barriers to providing results. RESULTS: Four hundred nine parents (including 19 of deceased children) and 86 adolescents responded. Most parents (n = 385; 94.2%) felt that they had a strong right to research results. For positive results, most wanted a letter or e-mail summary (n = 238; 58.2%) or a phone call followed by a letter (n = 100; 24.4%). If the results were negative, phone call (n = 136; 33.3%) or personal visits (n = 150; 36.7%) were preferred. Parents wanted the summary to include long-term sequelae and suggestions for participants (n = 341; 83.4%), effect on future treatments (n = 341; 83.4%), and subsequent research steps (n = 284; 69.5%). Understanding the researcher was a main concern about receiving results (n = 145; 35.5%). Parents felt that results provide information to support quality of life (n = 315; 77%) and raise public awareness of research (n = 282; 68.9%). Adolescents identified similar preferences. CONCLUSION: Parents of children with cancer and adolescents with cancer feel strongly that they have a right to be offered research results and have specific preferences of how and what information should be communicated. Background: Low rates of participation of adolescents and young adults (AYAs) in clinical oncology trials may contribute to poorer outcomes. Factors that influence the decision of AYAs to participate in health research and whether these factors are different from those that affect the participation of parents of children with cancer. Methods: This is a secondary analysis of data from validated questionnaires provided to adolescents (>12 years old) diagnosed with cancer and parents of children with cancer at 3 sites in Canada (...) (Halifax, Vancouver, and Montreal) and 2 in the United States (Atlanta, GA, and Memphis, TN). Respondents reported their own research participation and cited factors that would influence their own decision to participate in, or to provide parental authorization for their child to participate in health research. Results: Completed questionnaire rates for AYAs and parents were 86 (46.5%) of 185 and 409 (65.2%) of 627, respectively. AYAs (n = 86 [67%]) and parents (n = 409 [85%]) cited that they would participate in research because it would help others. AYAs perceived pressure by their family and friends (16%) and their physician (19%). Having too much to think about at the time of accrual was an impediment to both groups (36% AYAs and 47% parents). The main deterrent for AYAs was that research would take up too much time (45%). Nonwhite parents (7 of 56 [12.5%]) were more apt to decline than white parents (12 of 32 [3.7%]; P < .01). Conclusions: AYAs identified time commitment and having too much to think about as significant impediments to research participation. Addressing these barriers by minimizing time requirements and further supporting decision-making may improve informed consent and impact on enrollment in trials. (shrink)

We consider measurements, described by a positive-operator-valued measure (POVM), whose outcome probabilities determine an arbitrary pure state of a D-dimensional quantum system. We call such a measurement a pure-state informationally complete (PS I-complete) POVM. We show that a measurement with 2D−1 outcomes cannot be PS I-complete, and then we construct a POVM with 2D outcomes that suffices, thus showing that a minimal PS I-complete POVM has 2D outcomes. We also consider PS I-complete POVMs that have only rank-one POVM elements and (...) construct an example with 3D−2 outcomes, which is a generalization of the tetrahedral measurement for a qubit. The question of the minimal number of elements in a rank-one PS I-complete POVM is left open. (shrink)

Any physical theory which seriously proposes that events in the future may be the efficient causes of events in the past certainly may be regarded—at least at first glance—as a rather revolutionary doctrine. In a recent issue of the Reviews of Modern Physics commemorating Niels Bohr's sixtieth birthday, and under the editorship of the latest Nobel Prize winner in physics, W. Pauli, there appeared such a theory—written by Bohr's former student, J. A. Wheeler and Wheeler's associate at Princeton, R. P. (...) Feynman. The title of their paper appears harmless enough: “Interaction with the Absorber as the Mechanism of Radiation.” It is one part of a more comprehensive three-part paper intended for later publication as a general constructive critique of classical field theory and of the theory of action at a distance as propounded by Schwarzschild and Fokker. It is essentially a truism that the natural sciences have little or no place for dogmatism; to the contrary, there is an underlying skepticism pervading all scientific propositions. Any philosophy which pretends to provide an adequate philosophy of science, should, it seems to me, exhibit epistemologically a corresponding skepticism. At the very least, such a philosophy should demonstrate a skepticism in its views of the “truth” of scientific statements.

The primary resource for quantum computation is Hilbert-space dimension. Whereas Hilbert space itself is an abstract construction, the number of dimensions available to a system is a physical quantity that requires physical resources. Avoiding a demand for an exponential amount of these resources places a fundamental constraint on the systems that are suitable for scalable quantum computation. To be scalable, the effective number of degrees of freedom in the computer must grow nearly linearly with the number of qubits in an (...) equivalent qubit-based quantum computer. (shrink)

This essay introduces Jessie Taft's pragmatist feminist dissertation, which was written under the guidance of George Herbert Mead at the University of Chicago in 1913 and published in 1915. It gives a brief biography of Taft and summarizes the four chapters of her dissertation, the second of which is reprinted below.

Richard Taft’s discussion focuses on the undoubted fact that a shift occurs in Hegel’s attitude to art. This shift served to put increasing distance between him and the approaches of Schelling and Hölderlin to the issue. Hegel became the defender of the supremacy of philosophy against any Romantic effort to assert art’s superiority, also against the traditional theological subordination of philosophy to religion. It is clear, and Taft is helpful here, that the younger Hegel was not insistent on (...) the primacy of philosophy in this sense. Taft helps us focus on important facets in Hegel’s shift: the cooling of Hegel’s youthful ardor with respect to the Hellenic ideal, the chastening of excessively utopian ideals, the shift in the function of art from the ancient world to modernity, and the importance of the systematic ideal in Hegel’s philosophical development. Clark Carlton brings a much-needed theological sensitivity to the issues surrounding current debates about homosexuality and the ethics of sexual reorientation therapy. Yet, Carlton’s portrayal seems to mischaracterize and unnecessarily dismiss reorientation therapy on etiological and other theoretical grounds. It is suggested that for most therapists engaged in sexual reorientation therapy the role of developmental factors in homosexual attraction is neither overstated nor minimized.
